At Vitality Planning we believe strong communities are shaped through thoughtful planning, strategic investment, and a shared vision for the future. We believe the most successful communities emerge when land use planning and economic development are approached together rather than as separate disciplines.

Too often, municipalities treat these functions as distinct. In reality, they are deeply connected. Land use decisions influence economic outcomes, while economic development goals help shape how communities grow. When these disciplines are aligned, communities are better positioned to attract investment, support businesses, and create vibrant places for people to live, work, and visit.

Why We Founded Vitality Planning

Vitality Planning was built on the idea that municipalities benefit from advisors who understand both sides of the equation.

Nancy spent her career in land use planning, helping communities navigate growth, development approvals, and policy implementation. Over time, she became increasingly interested in the role economic development plays in shaping successful communities.

Natasha’s background is rooted in economic development. Through her work with businesses, investors, and municipalities, she saw the importance of understanding planning processes and land use policy to support meaningful economic growth.

Together, they recognized a gap. Municipal challenges often exist at the intersection of planning and economic development, yet many advisors specialize in only one area. Having worked in both the public and private sectors, Nancy and Natasha understand the perspectives, priorities, and challenges facing municipalities, developers, businesses, and property owners alike.

That combined perspective is the foundation of Vitality Planning.

Speaking Both Languages

Planners and economic developers frequently approach the same challenge from different angles.

A planner may focus on policy, zoning, growth management, and land use compatibility. An economic development professional may focus on investment attraction, business growth, and economic competitiveness.

Both perspectives are critical.

At Vitality Planning, we bridge that gap by understanding both the policy framework that guides development and the market realities that drive investment decisions. This allows us to develop practical solutions that advance community objectives while encouraging private-sector investment.

Community Vitality in Action

Community vitality is at the heart of everything we do.

Vitality is about creating places that are resilient, attractive, economically competitive, and reflective of community goals. It is about revitalizing downtowns, strengthening employment areas, activating commercial corridors, and creating opportunities for businesses and residents to thrive.

Achieving this requires both sound planning and strategic economic development.

A thriving downtown, for example, is not simply the result of market demand. It depends on planning policies that encourage reinvestment, zoning that allows flexibility, and economic development initiatives that support local businesses and attract new ones.

Likewise, economic development strategies are most effective when they are grounded in an understanding of how land can be developed, redeveloped, and utilized to support long-term community goals.

What Success Looks Like

When planning and economic development work together, communities see tangible results.

Downtowns become vibrant because policies and incentives encourage redevelopment and investment. Employment areas remain competitive because municipality needs and business needs are considered together. Key corridors evolve as planning frameworks support adaptation and growth.

Vacant or underutilized properties become opportunities rather than long-term challenges. Municipal staff, economic development professionals, planners, and landowners work collaboratively to identify barriers, unlock potential, and move projects forward.

The result is a community where redevelopment is easier, investment is encouraged, and good ideas are supported by the policies and tools needed to make them happen.

Creating the Conditions for Success

Successful revitalization rarely begins with a single project. It begins by creating the conditions that allow investment and growth to occur.

This means aligning community improvement plans with economic development objectives, ensuring planning policies support investment attraction efforts, and understanding both market opportunities and regulatory realities.

At Vitality Planning, we bring together expertise in land use planning and economic development to help municipalities achieve lasting results. By bridging these disciplines, we help communities move beyond growth alone and toward something more meaningful: long-term community vitality.
